Labor Agreements

Most full-time City employees are represented by the Temple City Employee Association (TCEA), a labor union that negotiates employee wages, hours and working conditions. These terms are formalized by a memorandum of understanding (MOU), which describes the benefits and rights of employees.

The City Attorney and City Manager are also subject to individual employment agreements. This is because they are considered "at-will" employees and serve at the pleasure of the City Council.
