Payment Plans

A Registered Owner/Lessee has an option to enroll in an Indigent Payment Plan or a Non-Indigent Payment Plan.  Proof of indigent status must be provided.  Non-Indigent Payment Plans will not require proof.

If you wish to apply for an Indigent Payment Plan, you must request an application within 60 calendar days of issuance of the citation, or within 10 days of Administrative Hearing determination, whichever is later.

An Indigent Payment Plan provides the option to pay your parking citation in up to $25.00 monthly increments, and shall be paid off in 18 months or the Payment Plan approval date.  Upon approval, a non-refundable Payment Plan fee of $5.00 is due at the time of enrollment.  Late fees and penalties are removed and a $12.50 State Surcharge fee will be added to the citation balance.  Waived late fees and penalties will be reinstated if the person falls out of compliance with the Payment Plan.

The Registered Owner/Lessee must demonstrate that he or she is indigent by providing either of the following information:

(A)  Proof of Income from three (3) most recent pay stubs that show the individual meets the income criteria set forth in subdivision (b) of Section 68632 of the Government Code.

(B)  Verification of Benefits From for Public Assistance or Award Letter for Social Security.  Proof of receipt of benefits under the programs described in subdivision (a) of Section 68632 of the Government Code.

(C) If the Registered Owner/Lessee has No Income or does not receive Public Assistance, a copy of their yearly earnings from the Social Security Department is required.

Parking Citation Appeal Process

You may appeal a parking citation as provided in the California Vehicle Code.  The appeal process is outlined below.

Step 1: Initial Review

Appeal requests must be made within 21 calendar days from the date of issuance of the citation, or within 14 calendar days from the date of mailing of a courtesy notice, whichever is later. No fee payment is required. You can request an appeal online through the Citation Processing Center, or you may provide a written statement of reasons that support your appeal in writing, and mail to:

You will be notified by mail of the results of your appeal request.  If your appeal is granted, then the citation will be canceled and you will not owe any money. If your appeal is denied, you will be required to pay the citation, but you may also request an administrative hearing.

Step 2: Administrative Hearing

If you wish to further appeal your citation, you may request an administrative hearing with the Temple City Transportation & Public Safety Commission. Citation fees must be paid in full prior to requesting an administrative hearing. If you can provide proof of financial hardship as documented in the Declaration of Financial Hardship-Parking Citation, the City may allow the request to be filed without payment of the fee.  However if the citation is upheld, the citation fee must be paid.

 Step 3: Los Angeles Superior Court

You have the right to appeal the Hearing Officer’s decision with the Los Angeles Superior Court. A Notice of Appeal must be filed with the court within thirty calendar days after the personal delivery of the form, or within thirty-five calendar days after the mailing of the result of your administrative hearing. There is a $25 filing fee to file a Notice of Appeal.
